We have tried to understand your question few times until we got it.
You want to build your membership website and you would like to use OptimizePress for the job or to use a specific membership plugin like Wishlist Member.
You are asking which on the best ? The answer for that is both.
OptimizePress alone does not have a membership managing system and it rely on the wordpress platform to do the job.
The WordPress platform lack of features to manage a proper membership website and you will need a 3rd party plugin, that is where Wishlist Member get in.
If you want to build a membership website you will need to use both Wishlist Member and OptimizePress (or any other theme you would prefer).
You can can’t use OptimizePress alone for building a membership website.
